you won't receive any whistle points until the abusive review has been deleted. just wait for a few weeks and see if you can level up. sometimes it takes quite a while before a mod comes across with the review.
if it still doesn't work, try flagging abusives listed in the 'abusive review' thread. it's been frequently visited by some mods and most of the time you get postive whistle points almost instantly if you flag correctly.
